Even a smallish shell has a blast radius of 34 meters (about 110 ft in every direction)

Translated: an 81mm shell that drops within 220 feet of an armored vehicle will destroy the target half the time.
And imagine if you will if roughly 2 shells per day every day for 2 years dropped into your neighborhood. In your kid's schoolyard, in your vegetable garden.
