ok, folks, in case we needed yet another "framework" for a cease-fire, here comes, courtesy of Uncle Sam and General Zinni.
I mean, how many meetings, negotiations, documents and frameworks does it really take to say to the Palestinians 'stop your terrorism for 7 days and Israel will ease travel restrictions'?
Anyway, here goes:
From Haaretz: U.S. envoy to the Middle East Anthony Zinni obtained agreement from both Israel and the Palestinians to view the "Dahaniyeh Outline," which was agreed-upon by Foreign Minister Shimon Peres and Palestinian Authority Chairman Yasser Arafat on September 26 but was not implemented, as a basis for truce discussion.
Under the Dahaniyeh plan, the PA is to take concrete steps against terror, and Israel is to lift closures in quiet areas of the territories, and ease other restrictions on the Palestinians.
Palestinian sources told Ha'aretz Saturday that Zinni expects the Dahaniyeh plan to include PA measures against the Islamic organizations' "terror infrastructure."
U.S. envoy Anthony Zinni said Sunday that the path to a comprehensive peace between Israel and the Palestinians had to start with security cooperation and counter-terrorism measures. Zinni made the remarks after emerging from a meeting with Foreign Minister Peres.
"The focus is on security and building confidence, ensuring that we create a situation and environment that eliminates terror, that we begin a process that will lead us to beyond the ceasefire" into peace talks, said the retired Marine general after meeting Peres.
"It is a long road and a long path...and it has to start with countering terrorism and it has to start with security cooperation," he added.
