Some say gas tube was thrown out of an apartment flat caused a car with LPG tank to explode. Some say it was PKK.

A gas tube is a what? Portable propane tank? Are there many cars than run on LPG there? I didn't know that.

Yes, it is "propane tank", sorry for the confusion. I think it started to burn in a flat and someone threw it down while it was burning. Petrol prices in Turkey are very high per litre, maybe the most expensive in entire Europe-ME. More than 60% vehicles have LPG installed in Ankara. Mainly taxi cabs and city buses.

So what's the verdict - Obama 'condemned' the blast. Is that more Obama mindless bowing and scraping? Or was it just an industrial type accident?

There is no official statement for now. It seems like industrial accident. PKK didn't take the responsibility.
