I have no idea as to the quality of this particular translation. From what I know, the Torah and Talmud have layers upon layers of meaning.

Chris, you might get more assistance from the scholars on this forum if you post in the Religion/Culture forum, so I'd suggest doing that also.

I did find, on doing a Google search, a similar translation of a passage in the Babylonian Talmud that I will quote here:

If a person destroys a life, it is as if he destroyed an entire world. If a person saves a life, it is as if he saved an entire world.

Babylonian Talmud, Sanhedrin, 37a

The Babylonian Talmud is considered more authoritative generally than the Jerusalem Talmud.
You can probably also find various commentaries on these passages if you do some more searching on Google.
