SUBJECT: Stop Terrorism Emanating From Pakistan

Dear Friend:

Please take 3 minutes to read all the way to the bottom and follow the instructions below for taking action and for passing this email on to your friends and family.

In recent years, India has suffered horrendous casualties due to terrorism. Thousands of Pakistan-trained guerrillas have infiltrated into India to massacre civilians, government employees, security forces, and anybody who does not agree with their vision of a fundamentalist religious state. The death toll from violence over the past decade has exceeded 30,000. The cynical blackmail that India is being subjected to by Pakistan is sinister and plain: Either India continues to accept terrorist inflicted violence or risk escalation to a nuclear exchange should India decide to remove the terror threat militarily. The attempts to blackmail India are WRONG and are MORALLY UNACCEPTABLE.

At the US India Political Action Committee (USINPAC), we are relentlessly pursuing our goal of ending all US military aid to Pakistan until Pakistan ceases the use of terrorism and proxy wars as instruments of state policy; and linking all financial aid to ending cross border terrorism and ending the proliferation of weapons of mass destruction. We wish to see the emergence of a truly democratic and stable government in Pakistan that works towards promoting harmony with India, rather than increasing tension by supporting terror.

The issue of terrorism is one that is of utmost concern to the Indian American community - in a very real and personal sense. This is not a political issue, but a MORAL and HUMAN issue that vexes us.

Furthermore, the issue of proliferation of nuclear weapons technology by Pakistan to rogue states such as North Korea and to terrorists undermines our collective security and is of great concern to us.

To address these issues at our urging, the US House International Relations Committee unanimously adopted an amendment on May 7, 2003 that requires the State Department to annually report Pakistan's compliance with its commitments to end terrorism and proliferation of weapons of mass destruction to the US Congress. Although this amendment does not actually link United States financial assistance to Pakistan with the cessation of terrorism and proliferation of weapons of mass destruction, it goes a long way in at least recognizing the problem and informing the United States Congress of Pakistan's performance in meeting these basic concerns.

Our friends in Congress are working hard to ensure that terrorism from Pakistan directed towards India and the United States stops once and for all time to come. But they are facing strong opposition from Pakistan's Cold War era supporters, who have not yet come to terms with the new reality in the world since the fall of communism and the rise of religious fundamentalism.
