ZOA: PA Violations of Road Map Plan - May 20, 2003 - May 26, 2003
BACKGROUND:
On June 24, 2002, President Bush set forth the conditions that the Palestinian Arabs must fulfill in order to merit U.S. support for the creation of a Palestinian Arab state. Among the major obligations are that the Palestinian Arabs must "dismantle the terrorist infrastructure," "end incitement," "elect new leaders not compromised by terror," and unequivocally embrace democracy and free market economics. None of those conditions were fulfilled.
In March 2003, Yasir Arafat chose Mahmoud Abbas (Abu Mazen), the number two man in the PLO since the 1960s, as the new prime minister of the Palestinian Authority. Mazen took office on April 29, 2003. Less than a day later, the Bush administration unveiled its "Road Map" plan, which set forth conditions that the Palestinian Arabs must fulfill prior to the creation of a Palestinian Arab state.
The Road Map stipulates that during the month of May 2003, the Palestinian Arabs must undertake a series of concrete steps to combat terrorist groups and democratize Palestinian Arab society. Those obligations are quoted below.
I. "Cease All Violence"
What They Must Do During May 2003: The Road Map states: "In Phase 1 [May 2003], the Palestinians immediately undertake an unconditional cessation of violence."
What They Did During Week #4: During week #4, May 20 - May 26, 2003, there were at least 26 terrorist attacks or attempted attacks, in which 3 people were wounded. (During the first four weeks since Abu Mazen became prime minister and the Road Map was published, there have been a total of 98 Palestinian Arab terrorist attacks or attempted attacks, in which 17 people were murdered and 164 wounded.)

II. "Call for Recognizing Israel and Ending Violence"
What They Must Do During May 2003: The Road Map obligates the Palestinian Arabs to "issue an unequivocal statement reiterating Israel's right to exist in peace and security and calling for an immediate and unconditional cease-fire to end armed activity and all acts of violence against Israelis anywhere."
What They Did During Week #4: No such statement was issued by any Palestinian Arab leader.
After the suicide bombing in Jerusalem in which 7 people were murdered and 21 wounded, the PA issued a statement saying: "In the wake of the suicide bombings in occupied East Jerusalem, the Palestinian leadership condemned all acts of violence perpetrated against Israeli and Palestinian civilians and called for a halt to all attacks against civilians everywhere, with no exceptions." However, the PA does not regard Israelis beyond the 1967 borders as "civilians"; it characterizes them as "settlers" and as legitimate targets for violent Arab attacks. Since the bombing took place in the French Hill section of Jerusalem, which is just beyond the 1967 border -- "occupied East Jerusalem" as the PA put it-- the PA would consider its victims "settlers" rather than "civilians."
In his first speech as prime minister, delivered before the Palestinian Legislative Council on April 29, 2003, Abu Mazen made reference to "the need to end the Arab-Israeli conflict peacefully" but did not issue an unequivocal statement about Israel's right to exist in peace and security." Nearly all references to Israel in his speech referred to "Israeli aggression" and the like. Nor did Abu Mazen's speech call for an end to violence against Israelis anywhere; he said: "We denounce terrorism by any party and in all its shapes and forms both because of our religious and moral traditions and because we are convinced that such methods do not lend support to a just cause like ours, but rather destroy it." However, since Abu Mazen and other PA officials have never regarded the murder of Israelis as terrorism but rather as "legitimate resistance," his statement cannot be considered a call to Palestinian Arabs to stop murdering Israelis.
In addition, as recently as March 3, 2003, Mazen told the newspaper Al-Sharq Al-Awsat that the murder of Jews beyond the pre-1967 border is legitimate because it constitutes an act of opposition to "the occupation."
III. "Arrest, Disrupt, and Restrain Terrorists"
What They Must Do During May 2003: The Road Map obligates the Palestinian Arabs to "undertake visible efforts on the ground to arrest, disrupt and restrain individuals and groups conducting and planning violent attacks on Israelis anywhere."
What They Did During Week #4: There were no reports of any arrests of terrorists by the Palestinian Authority.
IV. "Confiscate Terrorists' Weapons"
What They Must Do During May 2003: The Road Map obligates the Palestinian Arabs to "commence confiscation of illegal weapons."
What They Did During Week #4: There were no reports of the PA seizing any terrorists' weapons. In his first speech as prime minister, delivered before the Palestinian Legislative Council on April 29, 2003, Abu Mazen said "the unauthorized possession of weapons, with its direct threat to the security of the population, is a major concern that will be relentlessly addressed." He did not say the weapons would be confiscated; he did not even call on Hamas and Islamic Jihad to surrender their weapons. Moreover, the phrase "unauthorized" provides a potential loophole, since the PA could "authorize" Hamas and Islamic Jihad to possess weapons.
V. "Dismantle the Terrorist Infrastructure"
What They Must Do During May 2003: The Road Map obligates the Palestinian Arabs to carry out the "dismantlement of terrorist capabilities and infrastructure."
What They Did During Week #4: The PA did not outlaw Hamas, Islamic Jihad, Fatah, or any other terrorist groups; there were no reports of the PA shutting down any bomb factories or terrorists' training camps; the PA continued to ignore Israel's 45 requests for the extradition of terrorists; there were no reports of the PLO leadership punishing PLO factions that are engaged in terrorism, such as the Popular Front for the Liberation of Palestine (PFLP) and the Democratic Front for the Liberation of Palestine (DFLP).
By contrast, on May 20, Israeli forces operating in Shechem (Nablus) uncovered an explosives laboratory that manufactured material for use in suicide bombings. The laboratory contained 6 explosive belts, (3 of which were ready for use), 25kg of T.A.T.P explosives material, and additional chemicals intended for use in explosive devices. IDF forces also found a suitcase filled with explosives and ball bearings.
On May 21, Israeli Navy forces confiscated a PA-organized ship of weapons on its way from Lebanon to Gaza. Computer disks with instructions on how to construct explosives and details on intended attacks were also found aboard. Israeli officials said that PA official Adal Mugrabi, who is responsible for smuggling arms to the PA, and Fathi Razam, deputy commander of the Gaza naval police, were involved in the smuggling attempt.
VI. "End All Incitement"
What They Must Do During May 2003: The Road Map requires that "all official Palestinian institutions end incitement against Israel."
What They Did During Week #4: The PA's official newspapers, television, and radio continued to broadcast a steady stream of anti-Israel, anti-American, and pro-violence incitement, and PA officials continued to make inciting statements. In addition, there was no change in the PA's policy of inciting support for terror by publicly praising terrorists, naming streets after them, and paying salaries to imprisoned terrorists and their families. Moreover, in his first speech as prime minister, delivered before the Palestinian Legislative Council on April 29, 2003, Abu Mazen called the terrorists imprisoned in Israel "heroes" and demanded that they be set free.
VII. "End Arab States' Support for Terror"
What They Must Do During May 2003: The Road Map states that during May 2003, "Arab states cut off public and private funding and all other forms of support for groups supporting and engaging in violence and terror."
What They Did During Week #4: There were no reports of any Arab states cutting off their support for Palestinian Arab terrorist groups.
VIII. "Consolidate Security Forces"
What They Must Do During May 2003: The Road Map obligates the Palestinian Arabs to undertake "consolidation of security authority, free of association with terror and corruption"; and "all Palestinian security organizations are consolidated into three services reporting to an empowered interior minister."
What They Did During Week #4: The Israeli daily Ha'aretz reported on May 5, 2003, that "five different PA security organizations, including Force 17 and the General Intelligence, remain under the direct command of Chairman Yasir Arafat" and have not been consolidated under the control of the Interior Minister. Military Intelligence, the National Security Forces, and the naval forces are also under Arafat's control. Only the remaining two security agencies are under the Interior Minister. Arafat's five are under the control of a newly-created agency, the National Security Council, chaired by Arafat and his close aide Hanni al-Hassan.
IX. "Institute Democratic Reforms"
What They Must Do During May 2003: The Road Map requires the Palestinian Arabs to undertake a number of steps to transform their brutal, corrupt dictatorial regime into a full-fledged democracy, including "action on a credible process to draft constitution for Palestinian statehood"; the holding of "free, open, and fair elections"; and "steps to achieve genuine separation of powers, including any necessary Palestinian legal reforms for this purpose."
What They Did During Week #4: No such steps have yet been taken.

I write him, as well as to others, a few letters weekly. I don't expect him to personally read them, but someone does. Perhaps this is what the interns are for.

I wonder what this site's Palestinina supporters have to say about this. I assume they would come back wuth a "well look at what israel hasn't done" rather than conceding that the Palestinians have not complied with anything. But in all likelihood, they will likely just ignore this thread altogether, because it would be difficult to deal with. just like they tend to ignore any instances of Palestinian intrangency.
Im new to these forums and I would like some opinions and some facts to the difference between Oslo and the roadmap to peace.
To me it looks as if nothing has changed. What are the goals of the PLO this time? are they just trying to get more then what Oslo offered? Ararat still runs the show for the PLO what if he doesn't like the way things are advancing again (ie)( the right of return) and a spontaneous intefada # 4 happenes again.

Peta, welcome on board. There are some technical differences, but both are unimplementable, IMHO. The problem is that the Arabs still want complete destruction of the Jewish state (have you heard any of them acknowledging that Israel has the right to exist as Jewish state) and won't accept anything less. And stubborn "radical" Israelis still don't want to commit national suicide.

PA Press Incites Arabs To Hatred And Violence
NEW YORK- On the very day that Palestinian Authority prime minister Mahmoud Abbas (Abu Mazen) was promising President Bush to halt incitement to hatred and violence, the official Palestinian Authority Press Center is circulating cartoons inciting hatred and violence against America and Israel.
Morton A. Klein, National President of the Zionist Organization of America (ZOA), said:
"Ten years ago, in the Oslo accords, the Palestinian Arabs promised to end their incitement. In President Bush's June 2002 speech, he again demanded they halt their incitement. More than five weeks ago, President Bush proclaimed the Road Map, which again demands a halt to incitement. Yet every day, the vicious anti-Israel and anti-American incitement continues in the official PA media, school textbooks, speeches, summer camps, and religious sermons. Ten years of broken promises, ten years of vicious incitement--incitement that continues at the very moment Abu Mazen is telling President Bush that the PA is stopping its incitement.
"Abu Mazen's worthless, general statements against incitement and violence are no different than the dozens of similarly worthless statements that Yasir Arafat made throughout the past ten years. The words of Arafat and Abu Mazen to the Western media are meaningless; their pro-terrorist actions speak louder than their vague words."

A program on official PA Television on May 27, 2003, featured Ismail Elbakai, a "scholar" who declared that Jews who died during the Holocaust were "killed as a result of the war, and not due to a prior plan. It is possibly true that Hitler planned the extermination of disabled Germans. It is likely that these things are true, I don't know. This is the historical truth: the true Nazi Holocaust. I apologize for using the word "Holocaust". This is a word that they try to attach only to the Jews who were killed, but I use this expression in the human sense. It can also be used to refer to the Palestinians and the suffering that the Israelis [have caused] them. The Palestinians also have their own private Holocaust, and this is also true of the Gypsies, etc...The Holocaust enterprise forced the Swiss government to approve [the sum of] one billion and 250 million dollars. [Why do] so many of the Swiss support Palestinian rights..? Because Swiss society is very hurt by having discovered the robbery [of the Jews]."
In a sermon broadcast on PA Radio on May 23, 2003, a PA-appointed clergman, Sheikh Yusuf Abu-Sneninah, speaking in the Al-Aqsa Mosque, denounced "Tyrannical America," accused Israel of aggression, and said: "O Allah, destroy the enemies of Muslims, for they are within your power." The PA permitted a mass Hamas rally at A-Najah University in Shechem (Nablus) on May 28, 2003, in which students chanted "We are all ready to be martyrs," and blew up a large wooden replica of an Israeli bus and an Israeli automobile. (Jerusalem Times, May 29, 2003)
On International Children's Day, June 1, 2003, PA chairman Yasir Arafat held a meeting with children in Ramallah in which he "encouraged the children to be "shahid" (die for the cause), noting that one shahid who dies for the sake of Jerusalem has the power equal to 40 of the enemy dying." Did we just pass the marker that said, "Bridge Out"? How can there be peace with those whose life is built around all that opposes peace?
While Israel implements (http://reuters.com/newsArticle.jhtml?type=topNews&storyID=2899358) what she pledge in Aquaba against very few concession (even the one to recognize Israle a a Jewish State), terrorist under-chief Mazen continues to organize (http://www.jpost.com/servlet/Satellite?pagename=JPost/A/JPArticle/ShowFull&cid=1055125434847) the future of the PA with terrorist in chief Arafat. not even a week after the arabs "promessed" to work toward peace, Jordan (http://www.arabicnews.com/ansub/Daily/Day/030609/2003060912.html) and Egypt (http://famulus.msnbc.com/FamulusIntl/reuters06-08-034929.asp?reg=MIDEAST), two "moderate" country supposedly at "peace" with Israel refuse to move towards normalization (or re-normalization in their case).
Yeah right!!! Peace is down the road, eh... just mind the Road Trap

However, did not pledge to take any specific steps against terrorists--no pledge to arrest terrorists, confiscate their weapons, or dismantle their infrastructure, as the Road Map requires; he did not pledge even to take elementary steps such as outlawing terrorist groups; changing the names of any streets or schools that were named after terrorists, or canceling the PA's policy of providing monetary payments to imprisoned terrorists and terrorists' families; he spoke only in general about "acting against incitement," without pledging to take any specific steps, such as changing the PA's school textbooks and newspapers, which glorify terrorists as heroes and depict Jews as evil Nazis; he did not offer any timetable for when he would fulfill any of his promises; and he refused to acknowledge that Israel has a right to exist as a Jewish state.

I. "Cease All Violence"
What They Are Required to Do: The Road Map states: "In Phase 1 [May 2003], the Palestinians immediately undertake an unconditional cessation of violence."
What They Did During Week #8: During week #8, June 17 - June 23, 2003, there were at least 30 terrorist attacks or attempted attacks, in which 3 people were murdered and 10 wounded.
(During the first eight weeks since Abu Mazen became prime minister and the Road Map was published, there have been a total of 236 Palestinian Arab terrorist attacks or attempted attacks, in which 46 people were murdered and 300 wounded.)

II. "Call for Recognizing Israel and Ending Violence"
What They Are Required to Do: The Road Map obligates the Palestinian Arabs to "issue an unequivocal statement reiterating Israel's right to exist in peace and security and calling for an immediate and unconditional cease-fire to end armed activity and all acts of violence against Israelis anywhere."
What They Did During Week #8: On June 4, speaking at the Aqaba summit, Mahmoud Abbas (Abu Mazen) did say "we repeat our renunciation of terrorism against the Israelis wherever they might be." But PA Minister of Information Nabil Amr said (Doha Al-Jazira Television, June 14, 2003): "As regards the word 'terrorism', I do not know why when the Palestinians denounce the word terrorism, certain people think that this means resistance. There is no text anywhere that says that the Palestinian people's resistance is terrorism, which we denounce...Yes, we denounce terrorism. Anyone who says that denouncing terrorism means denouncing resistance is doing an injustice to legitimate resistance and is in effect labeling it with terrorism."
III. "Arrest, Disrupt, and Restrain Terrorists"
What They Are Required to Do: The Road Map obligates the Palestinian Arabs to "undertake visible efforts on the ground to arrest, disrupt and restrain individuals and groups conducting and planning violent attacks on Israelis anywhere."
What They Did During Week #8: There were no reports of any arrests of terrorists by the Palestinian Authority.
IV. "Confiscate Terrorists' Weapons"
What They Are Required to Do: The Road Map obligates the Palestinian Arabs to "commence confiscation of illegal weapons." What They Did During Week #8: There were no reports of the PA seizing any terrorists' weapons.
By contrast, Israeli forces operating in Tubas, in the northern Jordan Valley, on June 19, seized a cache of 15 sacks of chemicals used to make bombs.
V. "Dismantle the Terrorist Infrastructure"
What They Are Required to Do: The Road Map obligates the Palestinian Arabs to carry out the "dismantlement of terrorist capabilities and infrastructure."
What They Did During Week #8: The PA did not outlaw Hamas, Islamic Jihad, Fatah, or any other terrorist groups; there were no reports of the PA shutting down any bomb factories or terrorists' training camps; the PA continued to ignore Israel's 45 requests for the extradition of terrorists; there were no reports of the PLO leadership punishing PLO factions that are engaged in terrorism, such as the Popular Front for the Liberation of Palestine (PFLP) and the Democratic Front for the Liberation of Palestine (DFLP).
VI. "End All Incitement"
What They Are Required to Do: The Road Map requires that "all official Palestinian institutions end incitement against Israel."
What They Did During Week #8: The PA's official newspapers, television, and radio continued to broadcast a steady stream of anti-Israel, anti-American, and pro-violence incitement, and PA officials continued to make inciting statements. In addition, there was no change in the PA's policy of inciting support for terror by publicly praising terrorists, naming streets after them, and paying salaries to imprisoned terrorists and their families.

ZOA does excellent job, and I wish more people paid attention. By the world's reaction, it looks that no one is truly bothered by continuing violations on the Arab side. The Jews are "under the microscope" and in addition to what's been promised earlier, are expected to perform "confidence building gestures" that are not even in the RMP, while the Arabs are free to violate its spirit and letter, as well as forego all the previous committments.
Why? You tell me.

Another Parallel Universe

I once wrote a column at the beginning of the Intifada called ?Living in a Parallel Universe.? Once again, I feel I am back in that place, a great and solid barrier separating my reality from that the rest of the world seems to inhabit.
I hear President Bush in Africa talking about the "unconditional fight against terror," even as his administration pressures Israel to release dangerous murderers from the worst terrorist organizations from Israeli jails. If Israel was a normal country with a death penalty, this would not be possible. But we aren't. We endanger the lives of our people again and again, because of some ridiculous, passe attitude that may work in California, but doesn't work here, where jails have revolving doors.
Our leaders - heads of the government, heads of the army - give our newspapers daily headlines about "the lessening of terror alerts, the collection of weapons, the reduction of incitement ", etc. etc., once again lulling the Israeli public into a sleepy sense of "all's right with the world" - exactly what they did with Oslo. We, of course, read other articles. An interview with Itamar Marcus, head of Palestinian Media Watch, who pointed out that "on the very same day this week that the Israeli media and international leaders were praising the Palestinians for erasing graffiti from some of the walls in the Palestinian Authority, there was the school graduation ceremony which was broadcast on PA television."
The high school students were singing and dancing to this song:
"With words and with a rifle we will sing. From Jerusalem to Gaza, Ramallah, Al-Bira, Haifa, Jaffa, and Ramla. There is no alternative even if they promise us the Garden of Eden. The sound of the submachine gun is heard. We will live and die only that our homeland should return to us. I am a Palestinian. My weapon is the stone and the knife."
During the first 10 weeks since Abu Mazen became prime minister and the Road Map was published, there have been a total of 304 Palestinian Arab terrorist attacks or attempted attacks, in which 50 people were murdered and 315 wounded. Moreover, the current hudna is being widely used by the terrorist organizations to resupply and rebuild their infrastructure, badly damaged by the Israeli army, who was winning the war against terror until Mr. Bush and Mr. Powell stepped in to give the terrorists a reprieve. They are recruiting suicide bombers, and building more Quasam rockets. Indeed, Israel is currently searching for a member of the Real IRA [since captured - ed.] who came into Israel as a tourist and is suspected to be in the PA territory teaching terrorists how to build bigger and better bombs.
This is no substitute for a complete war against terror. To forgive Abu Mazen his incompetency, to let out terrorists, to let them rebuild is going to cost us in blood when the inevitable moment arrives and the Palestinians come up with a demand so unreasonable that even the jellyfish Israeli government won't be able to give in (hard to imagine such a thing these days...). Israel will be blamed, even as Israelis die.
We were in this movie. We saw the ending. I'm not capable of fooling myself twice, although most of my fellow countrymen don't seem to suffer from the same problem.
I don't have any answers. But I prefer to see the truth and at least know where we are headed. May God look down on us and save us from ourselves.

The Arabs and their backers want the Jews out of Israel, whether they are willing to settle for less remains to be seen.
Although I wish that the roadmap to peace settles the dispute I know darn well that it won’t, while it seems that there’s a lull in the fighting, I don’t believe for one minute that it’s the case.
Arabs/Muslims only respond to force, unfortunately it’s the only thing that they understand and I believe that it will remain so far into the foreseeable future.
