Justice Minister Meir Sheetrit plans to quickly enact the so-called "Intifada Law," which would virtually end compensation payments by the state to Palestinians whose persons or property were harmed during the first Intifada. The law would also prevent compensation suits by Palestinians injured during the current Intifada.

The bill states that compensation cannot be demanded for injuries or property damages incurred as a result of a violent confrontation with the security services. The definition of the term "violent" includes stone-throwing as well as the use of firebombs and guns. The bill passed its first reading in 1997, but was frozen two years ago by then justice minister Yossi Beilin on the grounds that it was "immoral."

Sheetrit told Ha'aretz he had decided the bill was necessary "to prevent a wave of suits for damages by Palestinians on account of incidents that occurred more than 10 years ago [the first Intifada was from 1987-93]. We are talking about suits that total tens of millions of shekels."
