From Haaretz:

Palestinian Authority (PA) Chairman Yasser Arafat is "doing the minimum" to enforce the cease-fire policy he has declared, Defense Minister Benjamin Ben-Eliezer charged yesterday. The few positive steps Arafat has taken have been done merely to win international applause, Ben-Eliezer said.

Ben-Eliezer told party colleagues at Labor's Tel Aviv headquarters yesterday that Arafat indeed exercises control over events on the ground, and bears responsibility for breaches in the cease-fire. "There isn't a cease-fire," he said, "there is fire, that occasionally ceases."

Hopefully this is a hint that Arafat's days are numbered.

First Husseini, then Arafat. Not that's the beginning of progress.

Doesn't take a genious to see that Arafat either cannot or is not willing to stop the terror so long as it is not opposed by the world community.
