Tel Aviv - Ynet - Sunday, Feb. 15th
2003 marks a sharp increase in domestic criminal activity, so say Israeli Police officials in a press conference held today, Sunday.
The 2003 crime report indicates a 4.2% increase in total reported criminal activity, the biggest increase since 1998 (when a 6.4% increase was reported.)
Property offenses: Roberies increased by 11%, break-ins increased by 12.7%.
Youth offenses: Narcotic offenses increased by 13% and total youth offenses increased by 7%. 5.2% increase in number of youths arrested. A slight decreases was noted in violence inside the family.
Homicide: decreased from 167 cases in 2002 to 163 in 2003. However, 16 wives and 3 husbands were killed by their spouse, vs. total of 14 cases in 2002. 9 murder cases were attributed to the ongoing war among organized crime leaders.
Sex offenses: Rape cases decreased by 4% and total sex offenses decreased by 2.4%.
Narcotics: No noticeable changes since 2002 were noted.
Traffic accidents: a decrease of 4.7% in lethal accidents was registered in 2003, and an impressive 25% decrease in lethal accidents where young drivers were involved and 28% decrease in lethal accidents involving trucks. Casualties amounted to 482 and 37,520 wounded. in 2002 the figures were 556 and 40,073 respectively. The number of casualties in 2003 is the lowest in 21 years.
On the positive side, The Police report shows improvement in the security condition: in 2003, 213 Israelis were killed in terror attacks, vs. 456 in 2002. In 2003, there were a total of 1,737 terror attacks, 204 of them inside the green line.
A new chief of Police is due to be elected next month. He will replace current chief, Shlomo Aharonishki by the beginning of summer 2004.
Doctor Yitzhak Kedman, head of the committee for child welfare said the figures regarding youth crime is not surprising. He believes 2004 will see a further increase in youth criminal activity due to "the worsening economic situation on one hand and collapse of gov't social and welfare systems on the other".
According to Kedman there are "less probation officers, less youth guides, and less overall infrastructure support which drives youngsters who are on the edge into crime and youth gangs. I hear there are voices in the Police who suggests lowering the age of criminal accountability, which stands today at 12, and to treat 16-17 offenders as adults. These ideas are a result of frustration from the increase of youth criminal activity. The solution should be in a form of enhanced preventative measures, rather than viewing these youths as criminals."

Lets hope that Netanyahus "Economic program" and his cut in welfare programs wont turn more and more people to crime as a last resort, but that's probably will happen, poverty = increased crime, that's known in the whole world, but we are much smarter, dont we?

When the US instituted workfare programs and took more than half of the people off welfare crime rates locally and nationally dropped to their lowest rates in 3 decades. And this is on top the gung ho law and order Ashcroft arrest everyone stuff we have to put up with.
When people have an investment in some of their own future they tend to value it more. Of course one could simply sit around smoke weed and wait for the check in the mail while complaining that someone should come and fix that hole in the ceiling, too.

Anyway even if you did address the crime problem wouldn't you be complaing the evil Jews are oppressing the poor peaceful children of the world? Remember there are no solutions, only blame.
So lets see, why crime in europe is lower than in russia or south america, they dont have those awfl welfare programs there, In Israel the program could work if real alternative was offered for the welfare people but new work places are not created, and the unempoyment rises, to cut those people out of welfare is just an open invitation for them to look for other resorts.

With the prices in ISrael, I dont think poor people cant afford much Weed, unless they smugle it from Egypt....

Well a peaceful solution will bring more investors from europe and the US and create more job spaces, and if a palestinan state will be created, maybe it will be harder to hire cheap palestinian workers, and the israeli will have to bring jobs for Israeli citizens, and of course if the military budget will shrink suddenly we will have much more money to spend on nicer stuff than death.

There are already 90% fewer Palestinians working there, you know that don't you? But the backfill comes from other foreign labor. Now those jobs should be filled by Israelis which maybe you agree should work, yes? Now the way to do that is to prune unemployment benefits, not make them larger.
See it's ok to support a kind of social welfare wonderland like Saudi Arabia where only 3 million of the 14 million Saudis of the 21 million people who live and work there (do the math, that leaves 7 million foreign workers and 3 million natives) actually have jobs and go to work. Problem is that's predicated on an economy where you suck money out of the ground and you don't require much in the way of skills or initiative. Is that your plan?

Cheaper weed is not the answer, that's what turns people into potheads, however, if you do a breakdown of the "Kind Bud" smokers, you'll see that they have high paying, skilled jobs, and are very responsible members of society.

It will just make them more desirable, because people will think its good because it's expensive, lets give drugs to children during lunch break in school, they will probably throw it away and never consider touching it again :D

It seems that there is a growing crime problem in Israel due to the Russian mob.
The Israeli police are not really trained or equipped to deal with organized crime, IMO, and the ongoing terrorism problem is diverting police attention from the crime wave.
Still, I'm always amazed that in a country that is so small the police force is so inept.

There is no organised russian mob in Israel, and even if there is they are so few that i'm not even sure if they somehow change the statistics. The Israeli police is not trained or equipped to fights crime or terrorism, the only thing they good at is parking tickets... Sad but True.

Police doesn't do parking tikets. These are city inspektors.

the problem is how you define a mafia.
We don't have staff like Gambino family or a John Gotty...
Labour untions, like the Histadrut, are corrupt enough without mafia intervention. And there are alot of smugglers who work through the ports, who are not mafia... just smugglers with connection in the ports around the world.
Now, we have few true crime families.
But there is an orginized crime of smugglers, narcotics and gambling and women sex slavory.
According to the press, there are three kinds of orginized crime:
Israeli, Arab and russian. Each controls different fields.
Arabs dominate the smuggling of weapons, hard narcotics and women sex slavoury through borders with the PA and Arab countries. Operating brothels in Arab areas.
Russian orginized crime is responsible for women sex slavoury smuggling through airports using fake documents, forgery, welfare frouds, extortion mostly from russian immigrants, and operating illegal brothels in Israeli cities (all brothels are illegal, yet the police would turn a blind eye at some). Again, they are orginized crime, but not mafia. each group of criminals mostly focus on one kind of crime and not others, and they have no significant hierarchy. There are big fish and small fish, all stink. They got not central "crime lord" to co-ordinate them or create a black market of illegal goods or something like that... just businesses people who deal in ilegal and imoral things.
There are branches of Russian mafia, Jews who hide and hide their families from their "partners" and businesses (and police) abroad. There was also an effort to use Israeli banks to for money laundring of billions of mafia activities in Europe. The goverment had made serious efforts in inhibiting this phenomena.
Israeli orginized crime is focusing in smagling soft drugs, illegal gambling, lawn sharking, extortion, protection, smuggling through sea ports.
Usually, orginized crime of the different groups do not step one into the other fields of territoris. Wars are waged among memebers of the same group. Israeli murder Israelis, Arab murder Arabs and russians other russions. Each with their own unique manner. Arab murder each other in mass riots and clan warfare, Israelis use contract killers, or shoot people in close range or bomb them in their car, russians are known to murder with a mark: body mutilation and torture. Of course, all rules got their exceptions... like in Jaffo Arabs use contract killers as well.
Bottom line, there is no mafia, only echos of mafia wars fought in other countries. When "turists" armed to their teath are arested, or body of long in hiding russian intenational criminal found headless and choped arms in a cement pile in a constraction site.
There is orgnized crime, which does not work like a mafia.
