Clearly the answer is no one is free from threat.

Israel is a target which we all know about, or should (although it seems Europeans and others are wilfully blind).

Africa, Asia, and Europe have all been very recent and often ongoing targets of Islamist terrorism.

I can't think of any recent Islamist terror in South America at the moment, but the Jewish community in Argentina has been attacked on a number of occasions. The 1984 attack at a community center which killed many dozens was likely the work of Iran, a state sponsor of terror. Islamist terrorists hide out in South America and assist narco-terrorists in places like Colombia. The imprisoned terrorist Carlos the Jackal is Venezuelan and a convert to Islam.

The US is a target at home, as 9/11 brutally demonstrated, and its citizens and businesses are targets abroad.

India suffers from Islamist terror practically every day.

China's iron-fist methods have likely subdued Islamist terror attacks somewhat, but it's still a problem:

Somehow for every single country a grievance can be dredged up that justifies whatever latest terror attack. But that doesn't stop apologists from somehow blaming every single vicious attack that occurs on US or Israeli "imperialism" or "colonialism" or "insensitivity" or whatever buzzword is in fashion.

P.S. It should be mentioned that now and then Islamist terrorists are under threat from each other. This is the best situation for all, of course, since they can then destroy each other.
