There is too little information in the article. What does "recruiting suicide bombers" mean? Giving a telephone number where anyone can call and say: hi, I want to blow myself up, where do I pick up my bomb?

Maybe Israel should start a suicide training school for Islamic Fundamentalists.
Now class you all put on your belts. Has everyone put on his or her belts?
All right class when you hear my count of three on the loudspeaker you all pull your strings.
Nah! I wouldn’t work it most likely violates the Geneva Convention or some UN Resolution.

then I was thinking they could run it like Save the Children.
Hi I'm Sally Struthers -
(voice over)
For only 70 cents a day you can support a young bomber who might not get a decent meal or quality blasting cord. We'll send you a picture (before) and keep you posted on your adopted child's progress. Remember it's only pennies a day and think of all the good you'll doing.
(movie) shows young child putting her bomb belt on upside down and a smiling young man unlocking it and turning it around. More children congregate in the town square, some with PLO flag bandanas clustering around the schoolhouse. The blackboard says "Stop, Drop, Roll".
LOL
Besides, you must acknowledge the practical aspects: all the Western counterterrorists - provided, of course, that they exist (if it takes the Wiesenthal Center to find such sites then maybe they don't...) - are advised where to look ;)
It is hard to believe huh! Sometimes it is as easy as
having a mailing list on the site. Here are some sites
that do just that. There are Thousands of them. If you
have a website that reveals them, they make it so you
cannot have access to their sites. At least that is what
they do with me. I guess they get it through isp numbers.
Hope this helps!

I must say, that the Tanzeem site is rather remarcable. I like the headline that says "Mossad and the Indian spy agency team up against Pakistan". A new conspiracy theory? Maybe when the Indians nuke the Pakistanis, the "tanzeem.com" will say it was an Israeli nuke?
