Clearly though you don't have the ability to descriminate the sense of 'individuals' from the sense of 'population(s)'. Just as there are collective rights vs. indivdual rights there are collective punishments vs individual punishments and legally since you are talking legally, legally, legally always legally, the terms don't have to do with numbers-of but instead the relative degree of indescrimitive-ness.
The Rome Statute of the ICC makes this clear.

Here it comes like it or not, I would drop them off in the middle of the Sahara with nothing!!!
