I know Kenya very well, Kenyans are most certainly not content with what they have at the moment, and they know very well how we live in the West. If all Kenyans would receive visa for the US or Europe, Kenya would be empty. India might be different because of strong religious beliefs. If you think this life is for suffering and you next life will be better, than you don't mind so much the poverty.
India is a democracy, so is Kenya, but if you don't have anything that's the least of your worries. And both in India and Kenya there is a strong clientelistic system(for example: if this neighbourhood votes for me, I'll help them to install a sewer system in this neighbourhood or improve the roads), as in all poor countries, which undermines democracy and creates lots of corruption.
