Why are you surfing through a proxy at home though? At work I guess they block non essential websites? Or is Israeli-Jewish stuff particularly filtered? Can you go to Ummah.com without a proxy?
Sounds like an ISP issue. Assuming you're coming straight through an ISP. For instance I was at a convention center last week and their local network blocked the site belonging to the ANTI hate speech group Engage. The message I received was that it was associated with 'hate speech'.

I don't receive any message. The site (Israelforum.com & /board ) does not load in my browser, same problem in office and friends place. All the connection are from single Service provider. Not facing this problem any other site. Please solve the problem

No message is pretty hard to go on. Are you getting anything having to do with a 'bad' compression algorithm?
Did you clear your browser cache? can you ping the address? can you go to the mobile site?
Where is Mobile Site. I am facing the same problem in 3 different computers with different IPs.

The lack of ping working basically means it's not DNS, otherwise I'd recommend something like this:
Open DNS addresses: 208.67.222.222 / 208.67.220.220
Hmm.. could be your ISP is filtering ICMP echos though. Can you ping yahoo.com?
If you can, you most definitely are being filtered.
Are all the locations through the same ISP?

No problems with pinging yahoo

No. I face the problem ONLY with IF.
