I dont think thats what he's complaining about. He actually cant see IsraelForum from his area in India. It looks like he's being filtered, and based on his traceroute not by his ISP. See up thread for the details.

In that case, yes, it's completely possible that he's being filtered out by those evil joos, like me, for example.
I actually do blacklist many IP ranges from India, Philippeans, China, Indonesia, etc., because of the large amount of spam. In many cases, even captcha security feaures don't work, because the people from those countries go beyond spam bots, and actually employ very low cost human spammers who fill out the captchas and then post "manual" spam.
Sanket, if you can send the IP address you're trying to connect from, I can try to allow traffic from it.
