Every couple of days I am faced by a message that my IP address is blocked wnen trying to access this site then it clears for a few days and reappears. Is this a tecnical problem or am I unwittingly stepping out of line. This is really frustrating.

Yes Bill, but are you sure that you are accessing IF always using the same IP address? For instance, if you are using a proxy server to get to IF, then the proxy server may not always allocate the same IP address. That could be ONE explanation why you are intermittently unable to gain access. It is possible that sometimes it (the proxy server) picks IP addresses for you which happen to be on a black list (for whatever reason) and obviously in those instances you will not get through.
I am only theorising here Bill, I am not saying that is your problem. I am just looking for possible scenarios.
Anyone else has any ideas to help Bill? Obviously it is not easy without knowing the access configuration.

It happened this morning but as you will note everything is fine this evening. Ho Hum I will just have to put up with it me thinks
