Saddam will probably become a bigger enemy of the US if he understands that money will be dropped from the sky from military aircraft.

Oh by the way, strapping bombs to animals is not a new idea, as it has been "invented" by Palestinians only a couple of months ago (They sent a donkey out, but the donkey decided to wander around rather than walk towards an IDF post that they planned. The result was one dead donkey).
