Why kill some terrorists instead of bringing them to court?

AFAIK, the following conditions must be satisfied. This is from memory, please correct if wrong.

    1. Only known active terrorist can be targeted. The threat from this person must be substantiated.

    2. The number of possible bystander casualties must be minimal.

    3. Impossible to arrest without significant causalties.

    4. If the operation can be delayed, it will be.

I am new to this forum...so go easy mmmkay?

    Terrorists are elusive.
It is not easier for the IDF to target suspected terroists in their homes and villages, which they have compleye control over, than to conduct extensive enquiries and legal proceedings?

Plus, im not sure that court rulings would help to satisfy those israeli's who want to see 'defensive action' being taken as part of the war on terrorism.

Peace, love and Rock and Roll
