There was a very legitimate and perfectly pragmatic reason: you do not return to your enemy land conquered from them when the state of hostility is not yet over. So, until the Jordanian claim for the West Bank persisted (that is, till the late 80-s), there was no reason for Israel to withdraw and every reason to NOT withdraw. Please don't forget to let GW know what a good Democrat you are and remember to tell him just how much you support our radicals and extremists that he so much wants us to bring under control and how you disagree with him about disengagement........
