Why can't I post new threads?

I don't know if this is going to get through because the last two threads I posted didn't, but why can't I post new threads. When I try I get "This page cannot be displayed". When I try again, it tells me that it is a duplicate of a thread I posted in the last 5 minutes but still won't display it.

I would like to add that I have started new threads before, so it's not that I haven't reached a certain amount of posts yet.

I have reached 20 posts, but I am still unable to start new threads in the Israeli Politics forum, is there a different minimum number of posts for different forums?

Ye-es.
And it "glitches" back and forth mainly between 15 and 30, or so it seems.
Zero after vBulletin upgrades, 1000000 if your nick resembles LOTR-characters.

So be patient and keep posting.

I could post a new thread after 15 posts to other threads, but, since then, there was some tweaking of functions here. Perhaps that threw off any sort of automatic granting of the privilege to post new threads.

I've also noticed people still on "Trial Membership" status long after they would have moved to "New Member" status (and so on) after the new functions were implemented.
